The Channel Islands are an aggregate of islands that ultimately are under the sovereignty of the United Kingdom. In terms of government, the Bailiwick of Guernsey controls all but one island, which is controlled by the Bailiwick of Jersey.
Hence, the islands taken in toto are a geographical region, and not some subtype of governmental organization (or any other type of organization).
For the governmental organizations, see the separate individuals for Jersey and Guernsey.

It belongs under geographical region and not dependency because sovereignty over the entire area is not maintained by any single country, and few sovereign states recognize claims of sovereignity that are backed up by real control.
Western Sahara is a geographical region in west Africa that is disputed by Morrocco and Sahrawi Arab Democratic Republic (SADR). The UN lists it as a non-self-governing territory. Morroco controls over 2/3 the territory and over 90% of the population.

An aggregate of islands that are part of the territory of the United States of America, grouped together by the International Standards Organization for statistical purposes. It has as members eight United States insular areas in the Pacific Ocean: Baker Island, Howland Island, Jarvis Island, Johnston Atoll, Kingman Reef, Midway Islands, Palmyra Atoll, and Wake Island; and one US insular area in the Caribbean Sea: Navassa Island.
William R. Hogan
Adapted from Wikipedia.org
Despite having a unique two-digit state code and two-letter state abbreviation, this entity really just represents several, unihabited islands that are possessions of the United States and thus make up part of the United States geographical region. They do not have any government with the exception of Palmyra Atoll.
